The Secretary of State for Social Services in exercise of the powers conferred upon him by sections 49, 84(1) and 166 of, and Schedule 20^f1, to the Social Security Act 1975^f2 and of all other powers enabling him in that behalf, after reference to the Social Security Advisory Committee^f3, hereby makes the following Regulations:
