  "text": "SOCIAL SECURITY\nMade 4th December 1992\nLaid before Parliament 4th December 1992\nComing into force 5th December 1992\nThe Secretary of State for Social Security, in exercise of the powers conferred on him by sections 83(3), 84(3), 85(4), 86(2) and 175(1), (3) and (4) of, and paragraphs 6(3), (4) and (5) of Schedule 7 to, the Social Security Contributions and Benefits Act 1992 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that the proposals to make these Regulations should not be referred to it , hereby makes the following Regulations:",
