The Secretary of State for Social Services, in exercise of the powers conferred upon him by Sections 35(1), 82(5), 114(1) and 131 of the Social Security Act 1975 and section 37A of that Act as added by the Social Security Pensions Act 1975 and of all other powers enabling him in that behalf, and after reference to the National Insurance Advisory Committee, hereby makes the following regulations—
