  "text": "SOCIAL SECURITY\nMade 25th March 1999\nLaid before Parliament 30th March 1999\nComing into force 20th April 1999\nThe Secretary of State for Social Security, in exercise of powers conferred by sections 122(1) and 175(1) to (3) of, and paragraphs 7A(2) and 7B of Schedule 1 to, the Social Security Contributions and Benefits Act 1992 and sections 113, 189(1) and 191 of the Social Security Administration Act 1992 and of all other powers enabling him in that behalf, by this instrument, which contains only regulations made by virtue of, or consequential upon, the Social Security Act 1998, hereby makes the following Regulations:",
