The Secretary of State for Social Services, in exercise of the powers conferred upon him by section 1 of the Social Security Pensions Act 1975f1, and section 168(1) of, and Schedule 20 to, the Social Security Act 1975f2 and of all other powers enabling him in that behalf, hereby makes the following regulations:
