  "text": "SOCIAL SECURITY\nMade 7th March 1994\nLaid before Parliament 14th March 1994\nComing into force 6th April 1994\nThe Secretary of State for Social Security, in exercise of powers conferred by sections 5, 119 and 175(1) to (3) of the Social Security Contributions and Benefits Act 1992 and of all other powers enabling him in that behalf, and after agreement by the Social Security Advisory Committee that the proposals to make regulation 2(3) of these Regulations shall not be referred to it, hereby makes the following Regulations:",
