  "text": "The competent authorities of the two Parties shall:\n(a) agree on the administrative measures necessary for the operation of this Agreement;\n(b) designate liaison agencies for the operation of this Agreement; and\n(c) communicate to each other, as soon as possible, all information about changes to their legislation in so far as those changes affect the operation of this Agreement.",
