  "text": "SOCIAL SECURITY\nMade 27th November 2002\nLaid before Parliament 27th November 2002\nComing into force 28th November 2002\nThe Commissioners of Inland Revenue, in exercise of the powers conferred upon them by paragraph 6(1) and (2) of Schedule 1 to the Social Security Contributions and Benefits Act 1992 and paragraph 6(1) and (2) of Schedule 1 to the Social Security Contributions and Benefits (Northern Ireland) Act 1992 and of all other powers enabling them in that behalf, hereby make the following Regulations:",
