  "text": "SOCIAL SECURITY\nMade 14th March 1978\nLaid before Parliament 16th March 1978\nComing into Operation 6th April 1978\nThe Secretary of State for Social Services, in exercise of the powers conferred upon him by section 13(4) of the Social Security Act 1975, section 63(1) of the Social Security Pensions Act 1975 and of all other powers enabling him in that behalf, hereby makes the following regulations which only make provision consequential on the passing of the Social Security Pensions Act 1975 and which accordingly, by virtue of section 61(1)(e) of the latter Act, are not subject to the requirements of section 139(1) of the Social Security Act 1975 for prior reference to the National Insurance Advisory Committee:—",
