# The Social Security (Earnings Factor) Amendment Regulations 2003, Introduction: Introductory text

Made 7th March 2003
Laid before Parliament 14th March 2003
Coming into force 6th April 2003
The Secretary of State for Work and Pensions, in exercise of the powers conferred upon him by sections 23(1)(b) and (3) and 175(3) and (4) of the Social Security Contributions and Benefits Act 1992 and sections 14(6), 181(1) and 182(2) and (3) of the Pension Schemes Act 1993 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations should not be referred to it( and after consulting such persons as he considers appropriate, hereby makes the following Regulations:
