The Secretary of State for Social Services, with the consent of the Treasury^f1, in exercise of powers conferred upon him by section 133(6) of the Social Security Act 1975^f2 and section 85(10) and (12) of the Social Security Act 1986^f3 and of all other powers enabling him in that behalf, hereby makes the following Order:
