  "text": "(This note is not part of the Order)\nThis Order provides for the coming into force of section 16 of the Social Security Fraud Act 2001 (which provides for offences in relation to the failure to notify a change of circumstances) for the purposes of making regulations on 26th September 2001 and for all other purposes on 18th October 2001.\nThis Order does not impose a charge on business.",
