  "text": "For the definition of “designated authority” in regulation 1(2) of the Child Support Departure Direction and Consequential Amendments Regulations 1996 , there shall be substituted the following definition—\n““designated authority” means—\n(a) the Secretary of State;\n(b) a person providing services to the Secretary of State;\n(c) a local authority; or\n(d) a person providing services to, or authorised to exercise any functions of, any such authority;”.",
