The Secretary of State for Social Services, in exercise of the powers conferred upon him by sections 3(2), 49, 79(1), 84, 85 and 131 of the Social Security Act 1975 and section 80(2) of and Schedule 20 to that Act as amended by respectively section 17(2) of the Social Security (Miscellaneous Provisions) Act 1977 and section 21(1) of, and Schedule 4 to, the Child Benefit Act 1975 and of all other powers enabling him in that behalf, and after reference to the National Insurance Advisory Committee, hereby makes the following regulations:—
