  "text": "SOCIAL SECURITY\nMade 15th December 1980\nLaid before Parliament 15th December 1980\nComing into Operation 5th January 1981\nThe Secretary of State for Social Services, in exercise of powers conferred by section 85 of the Social Security Act 1975 and of all other powers enabling him in that behalf, after reference to the National Insurance Advisory Committee, hereby makes the following regulations:—",
