  "text": "SOCIAL SECURITY\nMade 4th February 2004\nLaid before Parliament 11th February 2004\nComing into force 6th April 2004\nThe Secretary of State for Work and Pensions, in exercise of the powers conferred on him by section 148A of the Social Security Administration Act 1992, and of all other powers enabling him in that behalf, it having appeared to the Secretary of State on a review under that section that the general level of earnings in Great Britain has increased during the review period, hereby makes the following Order:",
