  "text": "SOCIAL SECURITY\nMade 17th July 1990\nLaid before Parliament 3rd August 1990\nComing into force 3rd September 1990\nThe Secretary of State for Social Security, in exercise of the powers conferred by sections 22(4)(h) and (5) and 30(1) of the Social Security Act 1989 and of all other powers enabling him in that behalf, by this instrument, which is made before the end of the period of 6 months beginning with the coming into force of the enactments under which the Regulations are made, hereby makes the following Regulations:",
