  "heading": "Citation, commencement and interpretation",
  "text": "(1) These Regulations may be cited as the Social Security (Recoupment) Regulations 1990 and shall come into force—\nfor the purposes of this regulation and regulations 5, 6, 7, 8 and 16 on 2nd April 1990;\nfor the purposes of regulations 2, 9, 10, 13 and 15 on 9th July 1990; and\nfor all other purposes on 3rd September 1990.\n(2) In these Regulations—\n“the 1989 Act” means the Social Security Act 1989;\n“Schedule 4” means Schedule 4 to the 1989 Act; and\n“the Compensation Recovery Unit” means the Compensation Recovery Unit of the Department of Social Security at Reyrolle Building, Hebburn, Tyne and Wear.\n(3) In these Regulations, unless the context otherwise requires, a reference—\n(a) to a numbered regulation is to the regulation in these Regulations bearing that number; and\n(b) in a regulation to a numbered paragraph is to the paragraph in that regulation bearing that number.",
