  "text": "In regulation 9 of the Social Security (Claims and Payments) Regulations 1979, after paragraph (5) there shall be inserted the following paragraphs:—\n“(6) A claim for a non-contributory invalidity pension may be treated also as a claim for a severe disablement allowance.\n(7) A claim for a severe disablement allowance may be treated also as a claim for a non-contributory invalidity pension.”",
