  "text": "SOCIAL SECURITY\nMade 4th April 1978\nLaid before Parliament 12th April 1978\nComing into Operation 6th April 1979\nThe Secretary of State for Social Services, in exercise of the powers conferred on him by sections 15(5)(b) and 16(1)(b), (2)(a) and (5)(b) of the Social Security Pensions Act 1975, as amended by section 4(4) of the Social Security (Miscellaneous Provisions) Act 1977, and by section 17(6) of the latter Act, hereby makes the following regulations, regulations 3 and 4 of which only make provision consequential on the passing of the Social Security Pensions Act 1975 and accordingly, by virtue of section 61(1)(e) of that Act are not subject to the requirements of section 139(1) of the Social Security Act 1975 for prior reference to the National Insurance Advisory Committee:—",
