  "text": "(1) Regulations must make provision for and in connection with the review of—\n(a) charges imposed under section 59,\n(b) determinations made under section 66, and\n(c) decisions relating to the liability of a transferee to pay an amount to a local authority under section 72.\n(2) The regulations may (among other things) make provision about—\n(a) the persons who may request a review (on their own behalf or on behalf of another person);\n(b) the circumstances and the manner in which a review may be requested;\n(c) the period within which a request must be made;\n(d) the procedure to be followed, and the steps to be taken, in connection with a review;\n(e) the description of persons who may make a decision following the review;\n(f) the effect of a decision of that kind.",
