  "text": "(1) The duties to be performed by the clerks shall, in addition to the duties listed in rule 8(6) of the Solicitors (Disciplinary Proceedings) Rules 2019, include—\n(a) appointing panels under rule 3(1);\n(b) appointing a chairman of a Panel under rule 4; and\n(c) giving directions under rules 9, 13 and 19(1).\n(2) Paragraph (1) is without prejudice to rule 8(6) of the Solicitors (Disciplinary Proceedings) Rules 2019.\n(3) No later than the date on which expires the period of 14 days beginning with the date on which the Tribunal sends notice to a party of a decision made by a clerk in exercise of functions of a judicial nature under paragraph (1), that party may send an application in writing to the Tribunal for that decision to be considered afresh by a Panel or a single solicitor member.\n(4) The following powers of the Tribunal may be exercised by a single solicitor member—\n(a) giving directions under rules 9, 13,14(2), (4) and (5), 15 and 19(1);\n(b) taking action under rule 11(2)(a) and (b);\n(c) making a decision under rule 14(1);\n(d) giving consent under rule 16(2).",
