# The South Devon Railway Order 2009, Article 7: Access to works


The undertaker may, with the approval of the highway authority, such approval not to be unreasonably withheld, for the purposes of the construction or operation of the new railways, form and lay out such means of access or improve existing means of access, to streets within the limits of deviation as the undertaker reasonably requires for those purposes.
