  "text": "The power exercisable by the Executive, under section 8 (1) of the Act of 1988, for the closure of the part of the northern carriageway of Commercial Street in the City specified in paragraph (e) (ii) of Part II of Schedule 1 to that Act, shall include power to stop up so much of the footway on the northern side of that carriageway as lies between the points so specified.",
