  "text": "(1) An appeal lies to a panel against—\n(a) any other decisions of the regulator under this Act, or under regulations made under this Act, that are prescribed;\n(b) any other decisions of the Secretary of State under the Outer Space Act 1986 that are prescribed.\n(2) An appeal against any such decision may be brought only by a prescribed person.",
