  "text": "(1) Safety regulations may make provision for prohibiting the carriage of passengers in spacecraft or carrier aircraft—\n(a) unless prescribed conditions are complied with, or\n(b) at all.\n(2) Safety regulations may make provision for prohibiting the carrying on of prescribed activities on board spacecraft or carrier aircraft—\n(a) unless prescribed conditions are complied with, or\n(b) at all.\n(3) Safety regulations may make provision for safeguarding the health of people carried in spacecraft or carrier aircraft.",
