  "heading": "Membership of tribunal panel",
  "text": "(1) Subject to regulation 45(5), a tribunal panel must consist of a person appointed as a Chair and two other members.\n(2) For each hearing—\n(a) the Chair must be the President or a person selected by the President from the panel of persons appointed under section 333(2) of the 1996 Act; and\n(b) the two other members must be persons selected by the President from the education panel.",
