  "text": "No person may be appointed as a member of the education panel unless the Welsh Ministers are satisfied that the person—\n(a) is not eligible for appointment as a Chair; and\n(b) has current knowledge and experience of children with—\n(i) special educational needs; or\n(ii) disabilities; or\n(iii) if required, both.",
