# The Special Educational Needs Tribunal Regulations 1994, Regulation 3: Members of lay panel


No person may be appointed member of the lay panel unless the Secretary of State is satisfied that he has knowledge and experience in respect of—
(a) children with special educational needs; or
(b) local government.
