  "text": "(1) Subject to the provisions of the 1993 Act and these Regulations, a tribunal may regulate its own procedure.\n(2) A tribunal may, if it thinks fit, if both parties agree in writing upon the terms of a decision to be made by the tribunal, decide accordingly.",
