# The Special Educational Needs Tribunal Regulations 1995, Regulation 3: Members of lay panel


No person may be appointed as a member of the lay panel unless the Secretary of State is satisfied that he has knowledge and experience in respect of—
(a) children with special educational needs; or
(b) local government.
