  "text": "These Rules apply to the following proceedings—\n(a) appeals to the Commission;\n(aa) applications to the Commission for review under section 2C , 2D , 2E or 2F of the 1997 Act;\n(ab) applications to the Commission for a certificate under section 7B of the 1997 Act ;\n(ac) applications by the Secretary of State under Schedule 4A to the 1981 Act;\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(c) applications to the Commission for leave to appeal to the Court of Appeal, the Court of Session or the Court of Appeal in Northern Ireland; and\n(d) applications to the Commission for bail.",
