  "text": "In regulation 4 (coding of consignments)—\n(a) at the beginning of paragraph (1) there shall be inserted “Subject to paragraph (3),”;\n(b) after paragraph (2) there shall be added the following paragraph—\n“(3) The Agency need not assign or supply a code for a consignment or round until any fee required in respect of it under regulation 14(1) has been paid.”",
