  "text": "This Statutory Instrument has been made in consequence of a defect in SI 1996/972 and is being issued free of charge to all known recipients of that Statutory Instrument\nENVIRONMENTAL PROTECTION\nMade 6th February 1997\nLaid before Parliament 7th February 1997\nComing into force 28th February 1997\nThe Secretary of State, in exercise of the powers conferred by section 74(6) of the Environmental Protection Act 1990 and all other powers enabling him in that behalf, hereby makes the following Regulations:",
