  "heading": "Amendments to the Spirits Regulations 1991",
  "text": "(1) The Spirits Regulations 1991 are amended as follows.\n(2) Omit regulation 2.\n(3) In regulation 3—\n(a) omit “, unless the context otherwise requires”;\n(b) omit the definitions of—\n(i) “the Act”;\n(ii) “approved”;\n(iii) “distiller”;\n(iv) “distiller’s warehouse”;\n(v) “distillery”;\n(vi) “feints”;\n(vii) “low wines”;\n(viii) “still”;\n(ix) “wort”; and\n(x) “wash”.\n(c) in the definition of “plant”, insert “, rectifying or compounding” after “manufacture” wherever that word occurs.\n(4) After regulation 6, add—\n“Rectifiers and compounders: entry of premises and plant\n7. (1) No person shall make use, for rectifying or compounding spirits, of any premises or plant unless they have first made entry of that premises or plant.\n(2) Paragraph (1) does not apply in respect of operations carried out in a warehouse or to persons authorised in accordance with section 8(1) or 10(1) of the Alcoholic Liquor Duties Act 1979.”.\n(5) In regulation 18(1)—\n(a) in paragraph (a), for “the table entitled “The Practical Alcohol Tables Volume 2”” substitute “Volume 2 of the Practical Alcohol Tables”; and\n(b) in paragraph (b), omit “table entitled” and the inverted commas around “Laboratory Alcohol Table”.\n(6) In regulation 19(2), omit “table entitled” and the inverted commas around “Contents by Weight Table”.\n(7) In regulation 26, omit “approved as” wherever it occurs.",
