The Minister of Agriculture, Fisheries and Food, the Secretary of State for the Environment and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred upon them by section 72(5) of the Water Resources Act 1991f1 and all other powers enabling them in that behalf, hereby make the following Order:
