  "text": "(This note is not part of the Order)\nThis Order reconstitutes the St. Andrews Harbour Trust from 1st December 2010. It provides for there to be 12 Trustees with relevant experience. Ten persons are to be appointed by the Trustees and two persons by Fife Council.\nThe Order also updates provisions on charges, borrowing powers, insurance and publication of accounts.",
