The Secretary of State for Work and Pensions, in exercise of the powers conferred upon him by sections 1(1)(b), 8(1)f1 and 83(4)(a) and (b) and (6)(a) of the Welfare Reform and Pensions Act 1999f2 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
