# The Standards Committees (Wales) Regulations 2001, Regulation 15: Appointment of independent members to standards committees


(1) A relevant authority shall establish a panel which shall consist of not more than five panel members.
(2) One panel member must be a lay panel member.
(3) A panel established under paragraph (1) by a local authority must include one panel member who is a member of a community council situated in that local authority’s area.
