  "text": "(1) The panel established under regulation 15 above shall —\n(a) consider every application that the relevant authority receives in relation to a vacancy for an independent member of that authority’s standards committee;\n(b) apply the criteria established by the relevant authority concerned under regulation 14 above when it considers applications for a post as an independent member of that authority’s standards committee; and\n(c) make recommendations in relation to any such applications to the relevant authority.\n(2) Appointments of independent members of a relevant authority’s standards committee shall be made by the relevant authority which shall have regard to the recommendations of the panel.",
