  "text": "(1) A person who has been but is no longer a member of one or more relevant authorities shall not be an independent member of the standards committee of any relevant authority of which that person was a member.\n(2) Subject to regulation 16(2), a person who has been but is no longer a member of one or more relevant authorities may, after the period of twelve months commencing with the date on which that person ceased to be a member of any relevant authority, be an independent member of a standards committee of a relevant authority of which that person has not been a member.",
