  "text": "An education authority may, for the purposes of—\n(a) fulfilling the duty imposed on them by subsections (1) and (1A) of section 1 of the 1980 Act; or\n(b) exercising the power conferred on them by subsection (1C) of that section,\nenter into arrangements with any person for the provision by that person of school education for children who are under school age or, as the case may be, for pre-school children.",
