  "text": "(1) In this Schedule—\n“child” means a person under the age of 16;\n“foster parent” has the meaning given in regulation 2 of the Universal Credit Regulations 2013;\n“qualifying young person” has the meaning given in regulation 4A.\n(2) Whether a claimant is responsible for a child or qualifying young person for the purposes of this Schedule is determined in accordance with paragraphs 3 to 8.",
