  "long_title": "These regulations amend regulations 6 and 7 of and the second table of Schedule 5 to the State Scheme Premiums (Actuarial Tables) Regulations 1987 so as to enable the Secretary of State to calculate the amount of any pensioner’s rights premium payable or, in the case of a personal pension protected rights premium or contracted-out protected rights premium, the amount needed to restore fully rights in the State Scheme in respect of a widower. Hitherto the provisions for buying-back applied only to members and their widows. From 6th April 1989, under the provisions of the Social Security Act 1986, they will apply also to widowers of women members in respect of rights attributable to pensionable service after 5th April 1988 if both husband and wife are over pensionable age when the wife dies.",
