  "text": "STATISTICS OF TRADE\nMade 3rd December 2003\nLaid before Parliament 4th December 2003\nComing into force 1st January 2004\nThe Commissioners of Customs and Excise, in exercise of the powers conferred on them by section 2(2) of the European Communities Act 1972 being the department designated for the purpose of that subsection in relation to the receipt, regulation and control of statistics relating to the trading of goods between the United Kingdom and other Member States of the Communities and of all other powers enabling them in that behalf, hereby make the following Regulations:",
