  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1990/2276 and is being issued free of charge to all known recipients of that Statutory Instrument\nENVIRONMENTAL PROTECTION\nMade 7th December 1990\nLaid before Parliament 11th December 1990\nComing into force 1st January 1991\nThe Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by paragraph 1(4) of Schedule 3 to the Environmental Protection Act 1990, and of all other powers enabling them in that behalf, hereby make the following Regulations:—",
