Coming into force 8th November 1995
The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by paragraph 1(4) of Schedule 3 to the Environmental Protection Act 1990f1 and of all other powers enabling them in that behalf, hereby make the following Regulations:
