  "heading": "Phases of authorised development and date of final commissioning",
  "text": "(1) The authorised development must not commence until a written scheme setting out the phases of construction of the authorised development has been submitted to and approved by the local planning authority.\n(2) The scheme submitted pursuant to sub-paragraph (1) must include a timetable for the construction of the phases of the authorised development and a plan identifying the phasing areas.\n(3) The scheme submitted and approved pursuant to sub-paragraph (1) must be implemented as approved.\n(4) Notice of the date of final commissioning with respect of the first phase of Work No. 1 to complete commissioning must be given to the local planning authority within 15 working days of the date of final commissioning for that phase.",
