  "heading": "Supply chain, employment and skills",
  "text": "(1) No phase of the authorised development can commence until a supply chain, employment and skills plan in relation to that part has been submitted to and approved by the local planning authority.\n(2) The supply chain, employment and skills plan must be substantially in accordance with the outline supply chain, employment and skills plan.\n(3) Any plan under this paragraph must identify opportunities for individuals and businesses to access employment and supply chain opportunities associated with that part of the authorised development and the means for publicising such opportunities.\n(4) The supply chain, employment and skills plan must be implemented in accordance with the scheme as approved under sub-paragraph (1) and the implemented measures thereafter maintained throughout the operation of the relevant part of the authorised development to which the plan relates.",
