  "text": "(1) No phase of the authorised development may be commenced until written details of—\n(a) the layout;\n(b) scale;\n(c) proposed finished ground levels;\n(d) external appearance;\n(e) hard-surfacing materials;\n(f) vehicular and pedestrian access, parking and circulation areas;\n(g) refuse or other storage units, signs and lighting;\n(h) power and communications cables and pipelines;\n(i) fencing and other means of enclosure;\n(j) security measures; and\n(k) acoustic barriers,\nrelating to that phase have been submitted to and approved by the local planning authority.\n(2) The written details that are submitted for approval pursuant to sub-paragraph (1) must accord with the design principles.\n(3) The authorised development must be carried out in accordance with the details approved pursuant to sub-paragraph (1).",
